The outline plan at Whitestone business park would help address the lack of employment land in the county, the application (number 240272 ) by Mr P Collins says.
Ten mixed-size units for commercial, industrial, storage and distribution uses would be created on the 1.4-hectare paddock, currently surrounded by trees and lying alongside the main A4103 Hereford-Worcester road.

They would have solar panels on south-facing roof elevations, and “will be sited away from the tree belt including the root zones of the trees”.
The business park is already “one of the largest single employment bases outside of Hereford and the market towns” – but “is fully occupied, and several existing tenants are actively seeking larger units”, Mr Collins’ application says.

It claims the units could sustain 53 jobs in general and light industry, 29 office jobs, and 18 in storage and distribution.
A planning application by Piper Homes for a 33-home estate on the land was refused in May 2022, while an earlier permission to build 80 “extra care” flats lapsed in 2018.
